Online casinos are not currently legal in Kentucky, so there are no real-money casino apps licensed to operate in the state.
That doesn’t mean you can’t play casino-style games online, though. Sweepstakes casinos use virtual currencies instead of direct cash wagers, and winnings can be redeemed for real prizes.
This guide explains how Kentucky online casino laws work and highlights the sweepstakes casino sites currently available to players in the Bluegrass State.
Since real-money online casinos aren’t available in Kentucky, sweepstakes casinos are the main way residents can play casino-style games online.
Below are some of the sweepstakes casino sites that currently accept players from Kentucky.

In addition to slots, WOW Vegas includes a selection of table games and live dealer options. The site is also known for relatively fast prize redemptions and ongoing promotions, such as daily bonuses and periodic free-play offers for existing users. RealPrize is a sweepstakes casino available to Kentucky players with a game library of more than 700 titles. The selection includes a mix of slot games, along with options such as video poker, bingo, scratch cards, and a limited number of live dealer games.
One of the platform’s main distinguishing features is its loyalty program, known as RealPrize Loyalty Cards. The program includes seven tiers, with higher levels offering benefits such as increased daily login rewards, Gold Coin purchase multipliers, and priority customer support.
Additional information is available in our full RealPrize review.
Pulsz is another sweepstakes casino available to Kentucky players with a game library of more than 1,000 titles. The selection includes video slots, card games such as Texas Hold’em, arcade-style games, and exclusive titles like 777 Bolt, Raptor, and 3 Pig Bacon Bankroll.
The platform also features jackpot games and regular slot tournaments, along with customer support that is generally responsive compared to similar sweepstakes casinos.
Pulsz is particularly well-suited for mobile play, offering a smooth experience across both iOS and Android devices that closely mirrors the desktop site. More details about available games, bonuses, and platform features can be found in our Pulsz Casino review.

Real-money online casinos are not legal in Kentucky. The state has not authorized online casino games such as slots, blackjack, roulette, or similar games of chance.
Major real-money casino operators (including DraftKings, FanDuel, BetMGM, Caesars, and Fanatics) do not offer online casino games to Kentucky residents. These platforms only operate online casinos in states where iGaming has been explicitly legalized, which Kentucky has not done.
Kentucky law does not address online casinos directly. Instead, it relies on broader gambling statutes found in KRS Chapter 528, which define gambling as wagering something of value on a contest of chance and prohibit knowingly advancing or profiting from unlawful gambling activity.
Because Kentucky has not approved real-money online casino gambling, these games fall outside what is legally permitted under state law.
Some online casinos operate outside the United States and are often referred to as offshore casinos. These sites are not licensed or regulated in Kentucky and do not operate under U.S. gambling laws.
Kentucky gambling statutes primarily focus on operators rather than individual players, which is why offshore sites may still appear accessible to residents. However, availability does not mean legality or consumer protection.
Playing at offshore online casinos carries several concerns:
Without regulatory oversight, players assume all risk when using offshore casino sites. For this reason, offshore platforms do not offer the same safeguards as regulated or legally structured alternatives.
Sweepstakes casinos are currently the primary online casino-style platforms available to Kentucky residents. These sites operate under sweepstakes and promotional contest rules rather than traditional gambling laws.
Instead of placing direct cash wagers, players use virtual currencies to participate in games:
Sweepstakes casinos are structured so that no purchase is required to play. By law, they must offer a free method of entry, which is what separates them from traditional online gambling sites.
While players may choose to purchase Gold Coins for additional gameplay, doing so is optional and not required to participate.
As long as these platforms follow applicable sweepstakes rules (such as offering free entry options and clearly defined terms), they are generally accessible in states like Kentucky that have not legalized real-money online casinos.
One of the best things about sweepstakes casinos available in Kentucky is the no-deposit bonus many of them offer when you sign up.
That’s actually pretty rare in the gambling world. Real-money casinos usually push deposit match offers, trying to get you to throw down a big chunk of cash right from the start.
But sweepstakes casinos play by different rules. Literally. They’re required by law to give Kentucky residents a free way to play. And most of them do it with no-deposit bonuses, daily login rewards, or sometimes even old-school mail-in entry options.
Anyway, I’ve put together a list of 10 of the best no-deposit offers you can claim right now. Each one lets you test the games, get a feel for the site, and maybe even walk away with a cash prize... all without spending a dime. Check 'em out below:

I was born and raised in Kentucky. And I'm still living here. So I've signed up at my fair share of online sweepstakes casinos in the Bluegrass State. And every time? The registration process is pretty much the same. Here’s what the process usually looks like:
Start by choosing where you want to play. WOW Vegas. RealPrize. Pulsz. The Money Factory. Crown Coins. There are tons of great options out there. You just have to figure out which one works best for you.
Next, opening an online casino account is quick. You’ll type in your name, email, and date of birth... maybe a phone number too. That’s usually all it takes. After that, you’re good to log in and start looking around.
Don't forget to claim some free coins. Most Kentucky online casinos hand out a no-deposit bonus the moment you join. That usually means Gold Coins to play for fun and Sweeps Coins you can use for a chance at winning real cash prizes.
Now, it's time for some fun. Go ahead and play some slot games (and all of your other favorite casino games online).
Remember, wins in Sweeps Coins can be redeemed for cash prizes at a 1:1 value (1.00 SC = $1.00). So, every spin or hand has real stakes.
Now, we’ve already talked about how real-money online casinos are off-limits in Kentucky. But what about poker rooms?
In some states, poker is treated differently since you’re playing against other people rather than the house. In Kentucky, though, that doesn’t matter. Online poker is in the same bucket as online casinos, which means it’s not allowed.
The state doesn’t license or regulate any real-money poker sites. So you won’t find PokerStars, WSOP.com, or any of the big names available here.
If you’re looking to play online in the Bluegrass State, your best bet is sweepstakes poker sites. Options like Global Poker and Clubs Poker are 100% legal because they run on the same sweepstakes model as social casinos.
Online casinos may be banned in Kentucky, but that doesn’t mean you can’t gamble online. There are still plenty of legal gambling options, and each one has its own place in the Bluegrass State.
Kentucky online sportsbooks went live in September 2023. You only need to be 18 to join, and the rollout brought in all the major operators. DraftKings, FanDuel, BetMGM, Caesars, and ESPN BET are just a few of the sports betting options available right now.
Kentucky is horse racing country. Churchill Downs and Keeneland are world-famous, and you can place bets at the track any time. But you actually don’t have to be there in person. Sites like TwinSpires, DK Horse, and FanDuel Racing make it easy to wager online.
DFS exists in a legal gray area in Kentucky. Still, all the most popular fantasy sports apps are available and widely used. DraftKings, FanDuel, PrizePicks, Underdog, and Sleeper all let you enter paid contests and take home cash if your entry comes through.
The Kentucky Lottery has gone digital too. Players 18 and up can buy Powerball and Mega Millions tickets through the official site or app. There are also instant play games where you find out if you’ve won right after clicking.
Kentucky doesn’t have casinos like the ones in Las Vegas or Atlantic City. There are no commercial casinos here and no tribal casinos either. So you won’t find poker rooms, live table games, or traditional slot machines.
What the state does have are venues with Historical Horse Racing (HHR) machines. There are nearly a dozen of these locations spread across Kentucky.
They look and feel a lot like casinos, but the gaming machines inside are a little different. Every spin is tied to the results of past horse races, which puts them under pari-mutuel wagering rules.
Most of these venues also include retail sportsbooks and simulcast betting on horse races. Some even add bingo into the mix. Popular examples are Derby City Gaming in Louisville, The Mint Gaming Hall at Kentucky Downs, and Red Mile in Lexington.
Here’s the full list of Kentucky casinos (or "HHR Venues," as they're more appropriately called):
Kentucky Casinos | Location |
|---|---|
Derby City Gaming | Louisville, KY |
Derby City Gaming Downtown | Louisville, KY |
Ellis Park Racing & Gaming | Henderson, KY |
Mint Gaming Hall at Kentucky Downs | Franklin, KY |
Mint Gaming Hall Bowling Green | Bowling Green, KY |
Mint Gaming Hall Cumberland | Williamsburg, KY |
Mint Gaming Hall – Cumberland Run | Corbin, KY |
Newport Racing & Gaming | Newport, KY |
Oak Grove Racing, Gaming & Hotel | Oak Grove, KY |
Owensboro Racing & Gaming | Owensboro, KY |
Red Mile Gaming & Racing | Lexington, KY |
Sandy’s Racing & Gaming | Ashland, KY |
Turfway Park Racing & Gaming | Florence, KY |
Kentucky’s rules around online casinos might feel pretty strict, but things look very different once you step into other states. Some have already rolled out regulated online casinos, while others are still holding back.
To help put Kentucky’s stance in context, I’ve pulled together some guides on other states so you can see how their laws compare and where things might be headed:
Circa Sports opens a new retail sportsbook inside the Mint Gaming Hall at Kentucky Downs. The 5,100-square-foot venue includes: Staffed betting counters. Self-service betting kiosks. Massive LED screens. And even stadium seating for fans.
Owensboro Racing & Gaming opens on Highway 60 as a 20-acre annex of Ellis Park. Backed by $100 million, the venue provides hundreds of historical racing machines, new dining options, and a big economic lift for the area.
Rep. Thomas Huff introduces House Bill 33 to put casino gambling on the ballot county by county. The measure also covers fantasy sports but leaves online casinos out for now.
It's reported that $2.6 billion was wagered on sports in Kentucky between September 2023 and September 2024. This generated $43.1 million in tax revenue, with most of it funding the state pension system.
Attorney General Russell Coleman pushes back on machines showing up in gas stations and convenience stores. He says they’re illegal gambling devices and urges prosecutors to act.
Online sports betting goes live across Kentucky. DraftKings, FanDuel, BetMGM, and other operators launch on day one after securing licenses from the Horse Racing and Gaming Commission.
Gambling should be fun. That’s it. A little bit of excitement on the weekend, not something that drags you down.
Maybe it’s a bet on the Wildcats (or the Cards), a quick scratch-off at the gas station, or a spin on an HHR machine. However you do it, the key is staying in control. Once it stops feeling fun, that’s the line.
A few simple things can make a big difference:
If you feel like gambling is slipping out of your control, you’re not alone. The Kentucky Council on Problem Gambling has a website full of useful tools. You can read about the warning signs, take a self-check quiz, and find links to support groups or counselors.
And if you’d rather just talk to a real person: call or text 1-800-GAMBLER (1-800-426-2537). It’s free. It’s private. And it’s open 24/7. You can also hop on a live chat at RVBH.com.
River Valley Behavioral Health in Owensboro has trained staff answering calls around the clock. They can connect you with Gamblers Anonymous, certified counselors, or just listen if you need someone to talk to in the moment.
The question many Kentucky players ask is whether real-money online casinos could eventually become legal in the state. At the moment, there is no clear answer.
Kentucky has not introduced any legislation to legalize online casino gambling, and no formal timeline has been proposed. Based on the current landscape, legal online casinos do not appear to be imminent.
That said, there are a few factors that could influence future discussions:
Even with these factors in mind, any change would likely take years rather than months. For now, sweepstakes casinos remain the only legal way for Kentucky residents to access casino-style games online with prize redemption options.

No. There aren't any Kentucky casinos online at the moment... at least not any real-money ones. That's because online casino gambling isn't legal in Kentucky. That means social and sweepstakes casinos are the main option for Kentucky players.
Yes. There just aren't any legal online casinos in Kentucky. Online sports wagering and horse race wagering are legal through licensed sites and apps. Plus, you can even purchase Kentucky lottery tickets online via the official website or app.
The legal gambling age in Kentucky is 18+ years old for sports betting, pari-mutuel wagering on horse racing, and lottery games. But it's 21+ years old for Kentucky casinos (aka "historical horse racing venues").
