Saracen’s chief market officer, Carlton Saffa, sends a letter to the Racing Commission. He asks them to allow interactive casino games online, to give Arkansas players a legal option and help shut out unregulated offshore sites.
The Arkansas Racing Commission updates the rules to allow statewide mobile sports betting. Later that year, all three casinos launch sports betting apps. But these apps don’t offer casino games... just sports betting.
Arkansas voters pass a constitutional amendment legalizing in-person casino gaming and sports betting. The amendment authorizes four casino licenses. Only three are awarded: Saracen (Pine Bluff), Oaklawn (Hot Springs), and Southland (West Memphis).
