Real-money online casinos aren’t legal in Arkansas. The state does allow land-based casinos and even sports gambling, thanks to voters approving Amendment 100 to the Arkansas Constitution back in 2018. But all those casino games you're allowed to play in person can't be played for real money online.
But what about offshore casinos? Bovada. BetOnline. Wild Casino. Ignition Casino. BetUS. DuckyLuck. Café Casino. Most of them will let Arkansas residents sign up and play.
But just because they accept players from Arkansas doesn’t make them legal. They’re based outside the U.S., which means they’re not licensed or regulated here. That also means you’re taking on some real risks if you play at them:
Without any consumer protections or regulations in place, it is not advisable to use offshore betting sites in Arkansas or elsewhere.
Arkansas doesn’t have any state-licensed online casinos. And offshore sites are not a safe bet. But sweepstakes casinos are an option for players in Arkansas.
You might also hear them called “social casinos” or “sweeps casinos,” but they all work the same way. Instead of real-money gambling, they use a promotional sweepstakes model. That means you don’t wager cash directly. You play with two virtual currencies:
Because of this setup, sweepstakes casinos are considered legal in Arkansas and in most other U.S. states. They don’t fall under traditional online gambling laws, which is why sites like these can operate openly.
Some lawmakers have argued that sweepstakes casinos are just unlicensed online gambling sites going by another name. There have even been proposals to ban them, but none have passed. For now, major sweepstakes casino apps still accept Arkansas players. If anything changes on that end, we’ll be sure to update you here.
Lawmakers file House Bill 1861, which would make online casino gambling legal in Arkansas for the state’s three licensed casinos. The bill would also make it a felony to run an unlicensed online casino or sportsbook. The bill is later withdrawn from consideration so further study can be done on market competition, local tax impacts, and problem gambling.
Arkansas voters pass a constitutional amendment requiring any new casino to be approved through a countywide special election and repealing the long-disputed Pope County casino license.
Saracen Casino Resort asks the Arkansas Racing Commission to approve a rule change that would allow players to use their phones to play casino games like slots and blackjack statewide. The casino is also developing its own app, Play Saracen, and proposing a 50/50 NIL-themed drawing to support college athlete recruitment.
Saracen’s chief market officer, Carlton Saffa, sends a letter to the Racing Commission. He asks them to allow interactive casino games online, to give Arkansas players a legal option and help shut out unregulated offshore sites.
The Arkansas Racing Commission updates the rules to allow statewide mobile sports betting. Later that year, all three casinos launch sports betting apps. But these apps don’t offer casino games... just sports betting.
Arkansas voters pass a constitutional amendment legalizing in-person casino gaming and sports betting. The amendment authorizes four casino licenses. Only three are awarded: Saracen (Pine Bluff), Oaklawn (Hot Springs), and Southland (West Memphis).
The no-deposit bonuses at some sweepstakes casinos are worth exploring for players who are new to them. Almost every site gives you some kind of free welcome offer as soon as you sign up. That’s not something you’ll see very often at real-money online casino sites.
The reason for this setup comes down to promotional sweepstakes contest rules:

Pick a Sweepstakes Casino
Real-money casinos aren’t legal online in Arkansas just yet. So, you’ll have to stick with social casinos and sweepstakes casinos. The good news is that most of them accept players from Arkansas without any issues. Sites like WOW Vegas, McLuck, and Stake.us are among the most popular options.
Sign Up for an Account
Go to the casino’s site of your choice, or download the app if they’ve got one. Fill out the sign-up form. They might also send you an email or text to confirm it's really you. The whole sign-up process is usually not time-consuming from our testing of many of these sweepstakes sites.
Claim Your Welcome Bonus
Once you’re registered, you’ll see some free Gold Coins and Sweeps Coins land in your account. That’s the standard no-deposit bonus Arkansas online casinos give new players to test things out.
Play Casino Games
From there, you can just pick what you want to play based on your own personal game preferences. You can stick to your favorite genres, or try a few different online casino games and see what you like best. The choice is yours.
Redeem Cash Prizes
If you win Sweeps Coins, you’ll have the option to redeem them. Every 1 SC equals $1 in cash prizes (or gift cards at some sweepstakes casinos).
Want to see how Arkansas compares to its neighbors? Below, you’ll find our online casino guides for nearby states. Each includes a full breakdown of what's legal there, what's not, and how bettors can get in on the action.
Back in 2018, Arkansas officially legalized casino gambling through a constitutional amendment. Since then, three land-based casinos have opened in the Natural State:
Each one is licensed and regulated by the Arkansas Racing & Gaming Commission, so you know the games are fair. You’ll find slot machines, live table games, poker rooms, video poker, retail sportsbooks, and more at these facilities.
Below, you will find a closer look at each of those land-based casinos:
Oaklawn Racing Casino Resort is down in Hot Springs, and it never closes. You can walk in any time, day or night, and there are more than 1,400 slots waiting, plus a mix of table games.
Right in the middle of the floor is the Interblock Stadium. It’s got stadium-style seating and a huge video wall. And the setup feels a lot less intimidating than sitting at a live table. You can pick between roulette, blackjack, or craps. You can even play a few at once if you'd like.
Saracen Casino Resort was the first standalone casino built in Arkansas. The casino floor here is huge (there's about 80,000 square feet of gaming space). And you'll have access to 1,600 slot machines, around 40 table games, and even a poker room tucked inside.
You’ll also find a few spots to eat without having to leave the property. There’s a steakhouse that locals love, plus a busy sports bar that turns into the perfect hangout spot whenever a big game is on.
Southland Casino Hotel, previously known as "Southland Greyhound Park" and then "Southland Park Gaming and Racing," is in West Memphis. And it’s open 24/7. There are more than 2,300 slot machines and around 50 live table games for you to explore.
There’s a high-limit room if you’re looking for some bigger action. Inside you’ll find six blackjack tables with $50 minimums, plus more than 50 high-limit slots with denominations ranging from $1 to $50.
There’s no official timeline when it comes to the legalization of Arkansas online casinos. Still, there are a few reasons to be optimistic:
For now, sweepstakes casinos are still the only legal way to play casino-style games online in Arkansas. If that changes, this guide will be updated to inform players of the new legal options that are made available.
Online gambling is illegal when it comes to casino games like slots, blackjack, etc. The only legal way to get in on the action is through social casino sites. These offer all the same games and let you win real money prizes using a promotional sweepstakes model.
No. The state doesn’t authorize online poker or regulate any real-money online poker rooms. If you see one advertising to Arkansas players, it’s offshore and unregulated. Your only legal options right now are sweepstakes poker sites like Clubs Poker or Global Poker, and live poker tables at licensed land-based casinos in the state.
Right now, there are three Arkansas casinos. Oaklawn in Hot Springs, Southland in West Memphis, and Saracen in Pine Bluff. That’s the list. A fourth casino license went to Cherokee Nation Entertainment for a Pope County project called Legends Resort Casino, but it’s been tied up in lawsuits and appeals for years.
Online sports betting is legal in Arkansas. The state currently has three licensed online sportsbooks: Betly, BetSaracen, and Oaklawn Sports. Plus, horse race betting sites and daily fantasy sports apps are allowed under Arkansas gambling laws.
