For now, online casinos are still illegal in Illinois. That hasn’t changed yet. But it finally feels like lawmakers are starting to take legalization efforts more seriously. There’s been some real movement lately… not just talk.
In February 2025, Sen. Cristina Castro and Rep. Edgar Gonzalez Jr. introduced companion bills: Senate Bill 1963 and House Bill 3080, under what they’re calling the “Internet Gaming Act.” If passed, the law would open the door for legal, real-money online casino gaming in Illinois.
Here’s what the proposal looks like:
- Eligible operators: Every licensed casino in Illinois could apply for an online gaming license.
- Limit per casino: Up to three online “skins” per license.
- Tax rate: A 25% tax on online gambling revenue.
Neither bill passed before the General Assembly adjourned on May 31, 2025, but they’re not dead. Both were introduced during the 104th General Assembly (2025–2026), which means lawmakers can pick them back up when they return in January 2026.
A few reasons to be optimistic? Attorney General Kwame Raoul said he expects Illinois to legalize online casinos “at some point,” calling it inevitable.
And Governor JB Pritzker called the idea “worthy of consideration,” especially now that Illinois is staring down a $3.2 billion budget deficit for fiscal year 2026.
