Are Online Casinos Legal in Illinois?
Not yet. Real-money online casinos still aren’t legal in Illinois. The state doesn’t hand out licenses or regulate any sites or apps that let you bet actual money on slots or blackjack.
That’s why you don’t see the big names (DraftKings Casino, FanDuel Casino, BetMGM Casino, BetRivers Casino) offering games here. They can’t. Illinois did open the door to online sports betting a few years back, but casino gaming just hasn’t made it through yet.
What Illinois Law Says About Online Casino Gambling
If you’ve ever wondered what Illinois law actually says, it’s all pretty straightforward: online casino gambling isn’t allowed.
According to the Illinois Criminal Code of 2012 (Article 28 – 720 ILCS 5/28-1 et seq.), it’s considered illegal to:
- “Knowingly play a game of chance for money or other thing of value” unless the activity is specifically authorized by the state.
- “Knowingly establish, maintain, or operate an Internet site” that allows anyone to play a game of chance or skill for money or anything of value.
So yeah, the rules are pretty clear. Real-money online casinos just aren’t legal in Illinois (at least not yet).
Latest Legalization Efforts: Illinois Online Casino Bills & Internet Gaming Act
For now, online casinos are still illegal in Illinois. That hasn’t changed yet. But it finally feels like lawmakers are starting to take legalization efforts more seriously. There’s been some real movement lately… not just talk.
In February 2025, Sen. Cristina Castro and Rep. Edgar Gonzalez Jr. introduced companion bills: Senate Bill 1963 and House Bill 3080, under what they’re calling the “Internet Gaming Act.” If passed, the law would open the door for legal, real-money online casino gaming in Illinois.
Here’s what the proposal looks like:
- Eligible operators: Every licensed casino in Illinois could apply for an online gaming license.
- Limit per casino: Up to three online “skins” per license.
- Tax rate: A 25% tax on online gambling revenue.
Neither bill passed before the General Assembly adjourned on May 31, 2025, but they’re not dead. Both were introduced during the 104th General Assembly (2025–2026), which means lawmakers can pick them back up when they return in January 2026.
A few reasons to be optimistic? Attorney General Kwame Raoul said he expects Illinois to legalize online casinos “at some point,” calling it inevitable.
And Governor JB Pritzker called the idea “worthy of consideration,” especially now that Illinois is staring down a $3.2 billion budget deficit for fiscal year 2026.
Best Illinois Online Casino Options Right Now
Since Illinois hasn’t legalized state-licensed online casinos yet, players here usually look elsewhere to play. Most turn to one of two options: offshore casinos and sweepstakes casinos.
Each works a little differently and comes with its own pros and cons. Let’s take a quick look at how both fit into the picture for Illinois online casino players right now.
Offshore Gambling Sites
Offshore casinos are gambling sites based outside the U.S. You’ve probably seen a few of the names before: Bovada, BetUS, BetWhale, Wild Casino, Rainbet, Ignition Casino. They all let people in Illinois play online, but they’re not licensed by the Illinois Gaming Board (IGB) or any American regulator.
That’s where the risks come in.
- No consumer protection. If your money disappears or a withdrawal gets denied, there’s no one to step in and help.
- No real proof the games are fair. Nobody’s auditing them to make sure the odds aren’t stacked against you (more than usual, I mean).
- Your info may not be safe. There’s no telling how your personal information or banking details are stored or shared.
On the bright side of things, Illinois law focuses mostly on online casino operators, not online casino players. So even if you use one of these offshore sites, it’s very unlikely you’d ever get in trouble for it.
Still, that doesn’t make it a good idea. When a site operates outside U.S. law, you’re blindly trusting it to do right by you. And that’s a big gamble on its own.
Sweepstakes Casinos
The other option (and honestly, the better one) is sweepstakes casinos. They’re legal in Illinois and in almost every other state. The reason’s simple: they don’t count as real online gambling.
Instead of betting actual money, you use virtual coins.
- Gold Coins (GC) are just for fun. Think of them as play money.
- Sweeps Coins (SC) are where it gets interesting. You can use them to play games and then redeem what you win for real cash prizes. (1.00 SC = $1.00.)
That system is what keeps these sites on the right side of the law. You’re technically entering a sweepstakes contest, not placing a direct bet.

Now, here’s the part worth watching. In February 2025, Sen. Bill Cunningham filed SB 1705, a bill that would have banned sweepstakes casinos in Illinois altogether.
It ultimately didn’t go anywhere (i.e., the bill stalled before it ever came up for a vote). But it shows the topic’s starting to get more attention from lawmakers.
For now, though, all the top U.S. sweepstakes casinos (WOW Vegas, McLuck, Chumba, Crown Coins, and others) still accept Illinois players. It’s legal, it’s safe, and it’s probably the best option Illinois players have right now.

Which Games Can You Play at Illinois Online Casino Sites?
Most people don’t realize this, but social casinos and sweepstakes casinos in Illinois have nearly all the same games you’d see at a regular online gambling site. Sometimes even more. Here’s a quick look at what’s usually there.

Slots
Slots are everywhere at Illinois online casinos. Classic slots, new ones, some with jackpots, some with other exciting features. There’s a ton of variety, and more options are added all the time.

Table Games
Blackjack. Roulette. Baccarat. Craps. All the classic table games are here. Most Illinois casino sites have a few versions of each, so you can switch it up and play the way you like.

Video Poker
If you enjoy poker but don’t feel like waiting on other players, video poker is a solid choice. You’ll see games like Jacks or Better, Deuces Wild, and a handful of others that play fast and have high RTP %.

Live Casino Games
Some Illinois online casinos even stream real dealers now. You can sit at a blackjack or roulette table and play right from your phone or laptop. Feels pretty close to being there in person.

Specialty Games
There’s more than just online slots and cards, though. You’ll see specialty online casino games like bingo, keno, instant-win scratch offs, even crash games. They’re pretty simple and good for quick play when you want a break from the usual stuff.
Illinois Online Casino No Deposit Bonuses
One thing you’ll probably like about Illinois online casinos that follow the sweepstakes model is how they all start you off with a free no-deposit bonus. You get it right when you sign up, no payment or purchase required.
Why do they do that? It’s pretty simple. These platforms use a promotional sweepstakes system to stay compliant with Illinois gambling laws. And for a sweepstakes contest to be legal here, there has to be a way to enter for free.
That’s why most of these online sweeps casinos just give out bonus coins or free spins at registration. It’s their way of keeping things legal while still letting new players try the games.
Anyway, here are ten of the best free no-deposit offers currently available at Illinois online casinos:
| 🎰 IL Online Casino | 🎁 No Deposit Casino Bonus |
|---|---|
| RealPrize | 100K Gold Coins + 2.00 Sweeps Coins |
| Mega Bonanza | 7,500 Gold Coins + 2.50 Sweepstakes Coins |
| Stake.us | 250K Gold Coins + 25 Stake Cash |
| High 5 Casino | 3 FREE SC, 400 GC, & 300 Diamonds |
| McLuck | 7,500 Gold Coins + 2.50 Sweeps Coins |
| Spree Casino | 1 Million Gold Coins + 2.5 Spree Coins |

How to Play Online Casino Games for Real Money in Illinois
If you want to play casino games online in Illinois and have a shot at winning real cash prizes, here’s what to do.
- Pick a Place to Play: Illinois hasn’t legalized real-money online casinos yet. So you’ll need to use a social casino or sweepstakes casino. They work almost the same way and most of them accept players from Illinois.
- Create an Account: Go to the casino’s site or app. Add your email, make a password, and confirm it. That’s all it takes to start.
- Claim the Welcome Bonus: You’ll get some Gold Coins and Sweeps Coins for free as soon as you sign up at an Illinois online casino site. No deposit or payment needed.
- Buy Coins (Optional): If you want to keep playing longer, you can buy extra Gold Coins. Most sites throw in free Sweeps Coins when you do, usually with a 100% or bigger bonus on your first buy. But you don’t have to.
- Play and Cash Out: Once you’re in, you can play anything you want. I’m talking online casino games like slots, blackjack, roulette, live dealer tables, and more. When you win enough Sweeps Coins, you can redeem them for cash at a 1 SC = $1 rate.
Illinois Casinos: Where to Gamble In Person
Illinois does not yet have any legal online casinos where you can play with real money. However, there are plenty of retail casinos where you can play in-person.
The state has over a dozen brick-and-mortar casinos in total, including land-based casino resorts, riverboat casinos, and racetrack casinos (more commonly known as “racinos”).
Each of these physical casinos is licensed and regulated by the Illinois Gaming Board, which is responsible for overseeing everything from the actual gaming operations themselves to responsible gambling programs and more.

Other Legal Forms of Illinois Online Gambling
Real-money online casinos and poker sites aren’t legal in Illinois yet, but that doesn’t mean you can’t bet online at all. There are still a few ways to play and win real money on your phone. Here’s a quick look at what’s allowed.
| Illinois Online Gambling Options | Is It Allowed? ✅ | Legal Gambling Age 🔞 |
|---|---|---|
| 🎲 Casinos | No | N/A |
| ♠️ Poker | No | N/A |
| 🏀 Sports Betting | Yes | 21+ |
| 🏇 Horse Race Betting | Yes | 18+ |
| 🏈 Daily Fantasy Sports | Yes | 18+ |
| 🎟️ Lottery Games | Yes | 18+ |

Sports Betting
You can bet on sports online here. Illinois approved it in 2019 through the Sports Wagering Act, and the first legal sports betting sites and apps went live in 2020.
Since then, the market’s grown fast. There are now close to a dozen legal online sportsbooks in Illinois, including DraftKings, FanDuel, BetMGM, Caesars, ESPN BET, and several others.

Horse Racing
Online horse race betting is legal too. You can use licensed Advance Deposit Wagering (ADW) apps such as TwinSpires, FanDuel Racing, DK Horse, and DRF Bets. It’s all permitted under the Illinois Horse Racing Act of 1975 and regulated by the Illinois Racing Board.

Daily Fantasy Sports
Daily fantasy contests are also allowed in Illinois. The state doesn’t issue licenses or regulate fantasy sites, but a 2020 Illinois Supreme Court decision ruled that head-to-head fantasy sports count as a game of skill, not gambling.
That means you’re free to enter contests and win real cash on DraftKings, FanDuel, Underdog, and other DFS apps.

Lottery Games
You can even play the Illinois Lottery online. Tickets for Fast Play, Powerball, Mega Millions, Lotto, Lucky Day Lotto, Pick 3, and Pick 4 are all available through the official Illinois Lottery website or mobile app.
Illinois Online Gambling Laws Compared to Neighboring States
Curious about how Illinois’ online gambling laws compare to its neighbors? Check out the table below. I created a quick cheat sheet showing where online casinos, poker, and sports betting are currently legal.
| State | Online Casinos | Online Poker | Online Sports Betting |
|---|---|---|---|
| Illinois | ❌ Not Legal | ❌ Not Legal | ✅ Legal |
| Indiana | ❌ Not Legal | ❌ Not Legal | ✅ Legal |
| Iowa | ❌ Not Legal | ❌ Not Legal | ✅ Legal |
| Missouri | ❌ Not Legal | ❌ Not Legal | ✅ Legal |
| Kentucky | ❌ Not Legal | ❌ Not Legal | ✅ Legal |
| Wisconsin | ❌ Not Legal | ❌ Not Legal | ✅ Legal (not statewide; only on tribal land) |
| Michigan | ✅ Legal | ✅ Legal | ✅ Legal |
| Minnesota | ❌ Not Legal | ❌ Not Legal | ❌ Not Legal |
| Ohio | ❌ Not Legal | ❌ Not Legal | ✅ Legal |
| Tennessee | ❌ Not Legal | ❌ Not Legal | ✅ Legal |
| Arkansas | ❌ Not Legal | ❌ Not Legal | ✅ Legal |
As you can see, online sports betting is legal in most of the region (sorry Minnesota) while on the other hand, online casinos and poker rooms remain illegal in most neighboring states… with the exception of Michigan.
A few other states not too far from Illinois, like PA and WV, have also legalized online casinos and online poker. And while that may feel a little frustrating as a player living in Illinois (especially if you like to play slots or cards on your phone), it’s actually a good thing.
Neighboring states that have already launched iGaming — and are seeing solid tax revenue and steady player interest — puts more pressure on Illinois lawmakers to take a serious look at legalization. It provides data, examples, and real proof that a regulated online casino market can work.
Responsible Gambling in Illinois
Illinois may not have any online or mobile casinos yet, but there are still plenty of great resources out there for anyone who needs help managing their gambling (or are looking to find support for a loved one).
It’s always good to know where to find help if things ever get a little out of control… online or at a real casino, or anywhere else for that matter.
Here are a few reliable options for Illinois players:
- Illinois Council on Problem Gambling: www.illinoisproblemgambling.org
- Illinois Gaming Board’s Self-Exclusion Program: www.igb.illinois.gov/help-for-problem-gamblers/self-exclusion-program.html
- Illinois Problem Gambling Helpline: Call 1-800-GAMBLER (1-800-426-2537) or text “GAMB” to 833234
The Future of Online Casinos in Illinois: What’s Next?
When will Illinois legalize online casinos? Well, nobody really knows for sure. Right now, there’s no official timeline and nothing set in stone. Maybe it happens in 2026 if SB 1963 or HB 3080 finally get enough support. Maybe it takes longer.
What’s different now is that the topic isn’t being ignored anymore. Lawmakers seem more open to the idea, and they understand what’s at stake: tax money, regulation, player safety, all of it.
From the business side, casino operators are paying close attention too. Illinois has a big population and plenty of people already gambling online through legal sportsbooks. The demand is definitely there.
Still, not everyone’s sold on it. A few lawmakers worry online casinos might eat into local casino revenue, or make problem gambling issues harder to manage. Arguments like that tend to drag things out.
Even so, it feels like things are moving in the right direction. Illinois keeps edging closer and closer to online casino legalization every year. So much so that it doesn’t feel like a question of if anymore… just when.
Which Illinois Online Gambling Sites Would Launch First?
When Illinois eventually legalizes online casinos, expect the biggest names in the industry to move fast. Every major operator will be looking to secure a license and grab a share of the market.
That’ll include brands that already run legal online sportsbooks in Illinois, along with those that have launched casino apps in nearby states such as Michigan. Once approved, players will be able to play online casino games for real money on licensed sites and apps like:
- DraftKings Casino
- FanDuel Casino
- BetMGM Casino
- Caesars Palace Online Casino
- BetRivers Casino
- bet365 Casino
- Fanatics Casino
- Hard Rock Bet Casino
- Borgata Online Casino
- Golden Nugget Online Casino
- Horseshoe Online Casino
- PokerStars Casino
- Hollywood Casino
…and more! If you want to learn more about the options likely to launch, check out our full list of online casinos for U.S. players. All of these sites are licensed and approved to offer real-money gambling in eligible states.
Illinois Online Casino FAQs

No. Online poker is illegal in Illinois, so you can’t play cash games or join any real-money poker tournaments on PokerStars or any other similar site.
