Online casinos are not legal in Hawaii. The state prohibits commercial casino gaming, sports betting, and lottery games under current law, leaving residents with no regulated real-money gambling options.
However, sweepstakes-based casino platforms operate under a different legal model and are available to Hawaii residents. Below, we explain how Hawaii’s gambling laws work and compare sweepstakes casino options accessible in 2026.

No, online casinos are not legal in Hawaii.
Hawaii has some of the strictest gambling laws in the country. Under Hawaii Revised Statutes § 712-1220, gambling is broadly prohibited unless the state specifically authorizes it. At the moment, Hawaii does not allow commercial casinos, online casino platforms, sports betting, or even a state lottery.
That means residents and visitors can’t legally play real-money slots or table games online from within the state.
As a result, major regulated operators such as:
… do not offer legal online casino gaming in Hawaii.
Lawmakers do occasionally introduce bills aimed at legalizing or regulating certain forms of gambling, and the topic comes up nearly every legislative session. However, no proposal has passed so far. Unless state law changes, online casino gaming remains prohibited in Hawaii.
Sweepstakes casinos, sometimes called social casinos, operate differently from traditional real-money gambling sites.
Instead of betting cash directly on games, players use virtual currencies. Gold Coins are typically used for standard gameplay, while Sweeps Coins are used in promotional sweepstakes contests that may offer prize redemptions, subject to each platform’s terms and verification requirements.
Hawaii does not permit real-money online casinos. However, many sweepstakes platforms accept registrations from Hawaii residents because they are structured as promotional contests rather than direct wagering systems.
For residents who want access to casino-style games online, sweepstakes sites are currently the primary alternative available.
Some offshore gambling websites claim to accept players from Hawaii and offer real-money online casino games. These platforms are typically licensed outside the United States and are not regulated by U.S. authorities.
While enforcement in Hawaii is generally directed at operators rather than individual users, offshore sites operate outside state and federal consumer protection frameworks. As a result, resolving disputes over payments, account closures, or bonus terms can be more complicated.
Potential risks may include:
Because Hawaii does not regulate online casinos, players do not have the same legal protections they would in states with authorized gambling.
Unfortunately, online poker rooms are also banned in Hawaii. PokerStars and other real-money sites aren't allowed to accept players from the Aloha State.
Right now, your only legal option is online poker platforms that use a promotional sweepstakes model (Clubs Poker, Global Poker, etc.). They work a lot like online social casinos and sweepstakes casinos. And they give you a chance to win real cash prizes without it being considered traditional gambling.
Online sports betting in Hawaii hits another roadblock. HB 1308, the bill Rep. Dan Holt introduced back in January, doesn’t make it past the finish line. It dies on April 25, the last day of the session, after lawmakers fail to agree on operator limits, tax rates, and fees.
Around the same time, Senator Ron Kouchi introduces SB 1507, a bill to set up the Hawaii Lottery and Gaming Corporation. It would give the state the power to contract an online provider to offer online poker, lottery, and casino games.
Lawmakers kick off the year with companion bills HB 1308 and SB 1569, aiming to legalize sports betting and fantasy sports. Both would put regulation under the Department of Business, Economic Development, and Tourism.
HB 2765 makes an early run at legalizing online sports betting. It squeaks through its first committee vote, raising some hopes, but disagreements over taxes, fees, and oversight sink it before the session ends.
Senator Ron Kouchi introduces SB 3376 to legalize online sports betting and poker in Hawaii. The bill allows only one operator on a ten‑year contract. A slice of the revenue goes to state programs, including wildfire relief. There’s some buzz at first. Then it fades, and the bill quietly dies.
Senator Michelle Kidani takes a shot at online fantasy sports with SB 204 and HB 855. The proposal sets up a registration system under the Attorney General. It also tries to carve fantasy contests out of Hawaii’s strict gambling laws. Lawmakers debate it for a while, but the effort loses steam and goes nowhere.
Hawaii online casinos usually offer plenty of different ways to play. Here are some of the most common games you’ll see and what makes them worth trying:
Slots are everywhere, with simple three-reel games, modern video slots, and titles packed with bonus features. You’ll find hundreds (sometimes even thousands) to choose from, including progressive jackpots and popular Megaways games.
Blackjack is all about getting as close to 21 as you can without going over. Most Hawaii casino sites offer several versions, including the classic version and ones with extra side bets.
Roulette comes down to predicting where the ball will land. You can stick to simple bets on red or black or try variants like European, American, and French roulette.
Video poker games mix poker hands with slot-style play. You pick which cards to hold and draw, aiming to land the best possible hand in versions like Jacks or Better or Deuces Wild.
Some online casinos in Hawaii also stream real dealers and tables straight to your screen. It’s a way to play blackjack, roulette, or baccarat with a more authentic feel.
A few Hawaii sweepstakes casino apps even include sports betting. You can place virtual bets on the NFL, NBA, MLB, college sports, and so much more.
One of the best things about Hawaii’s sweepstakes casinos is the bonuses they give you right out of the gate.
Every site offers a free no-deposit bonus just for signing up, so you can start playing without spending a dime. It doesn’t stop there, though. Most casinos also match your first purchase 100% or more, giving you even more coins to work with.

Real-money online casinos aren’t legal in Hawaii, so things work a little differently. Instead of making regular deposits or cashing out, you buy Gold Coins to play and redeem Sweeps Coins when it’s time to claim prizes.
The good news, though? Most sweepstakes casinos in the Aloha State provide a handful of safe and convenient banking options to choose from. Here’s what you’ll see most often:
Visa and Mastercard are the easiest ways to buy Gold Coins. They’re quick, and they work almost everywhere.
Most Hawaii online casinos let you redeem cash prizes directly to your bank account. It’s 100% safe, but it can take a little bit longer to process.
PayPal is quick and doesn’t make you share your card details with the casino. Just link your account and you’re good to go.
Skrill works a lot like PayPal, giving you a secure way to handle payments. Not every Hawaii casino site offers this option, but when they do, it’s just as easy.
Apple Pay is perfect if you’re on an iPhone or iPad. One tap and your purchase is done (no need to type in any card numbers).
A few online casinos in Hawaii even take Bitcoin, Ethereum, and other crypto. It’s fast and private, but you’ll need to have a crypto wallet set up first.
Getting started at a Hawaii online casino is pretty straightforward. And it only takes a few minutes. Here’s how it works:
Hawaii hasn’t legalized online gambling just yet. But the rules aren’t the same everywhere. In some states, you’ll find fully regulated online casinos. In others, social and sweepstakes sites are the main way to play (similar to what’s available in Hawaii).
If you want to see how things differ across the map, take a look at these state guides.
Hawaii doesn’t have any land-based casinos. None at all. You won’t find:
There’s nowhere in the state where you can legally gamble real money on casino games. It’s completely off-limits.
Lawmakers have tried to change that, though. For example, in early 2025, Senate Bill 893 proposed building casinos at the Aloha Stadium Entertainment District and the Hawaii Convention Center.
It also called for creating the Hawaii Gaming Control Commission (HGCC) to oversee commercial gambling at these retail casinos.
This would have been a major chance for Hawaii, but the opposition was strong. Concerns about problem gambling, social impacts, and whether casinos fit the state’s culture killed the proposal before it went anywhere.
What about casino cruises? Well, they’re not much of an option either. Ships that only sail in Hawaii don’t have casinos at all, and on cruises coming from the mainland (like California or Vancouver), the casino stays closed until the ship is in international waters.
Hawaii doesn’t allow casinos, sports betting, or a state lottery. Even so, gambling problems can still affect residents — whether through informal betting, offshore sites, or gambling while traveling.
If gambling starts to feel stressful instead of fun (like chasing losses, hiding activity, or spending more than you planned), it may be time to step back and talk to someone.
Support is available, and many services are free and confidential:
Hawaii remains one of only two U.S. states (along with Utah) where no form of commercial gambling is permitted. That includes casinos, sports betting, lottery games, horse racing, and daily fantasy sports.
Given how strict the current legal framework is, legalized online casinos are unlikely in the immediate future. However, gambling legislation does resurface periodically.
In recent years, lawmakers have introduced bills related to sports betting, online poker, and other regulated gaming options. None have passed so far.
Whether Hawaii eventually changes course will depend on future legislative priorities, public opinion, and economic considerations. For now, though, state law remains unchanged, and real-money online casinos are not authorized.
If new legislation advances, this page will be updated to reflect those developments.
Is there any legal gambling in Hawaii?
Hawaii does not permit gambling in any form. There are no casinos, no poker rooms, no state lottery, and not even pari-mutuel wagering on horse races. In-person gambling is completely banned here. The same goes for online betting. You won’t find any legal online sportsbooks or real-money casino sites operating in the state.
Can you play poker online for money in Hawaii?
Nope. You can’t play poker online for real money in Hawaii. Cash games on sites like PokerStars aren’t allowed, and state laws prohibit traditional online poker rooms altogether.
Do I have to pay taxes on gambling winnings in Hawaii?
Yes. Any gambling winnings you earn (whether from a sweepstakes casino or a trip to Vegas) are considered taxable income by the IRS. Hawaii doesn’t have a special gambling tax, but your winnings still count toward your state income taxes.
What’s the legal gambling age in Hawaii?
There isn’t an official gambling age in Hawaii because all real-money gambling is banned. For social and sweepstakes casinos, the minimum age usually depends on the platform, but most set it at 18 or 21.
