Best California Online Casinos – Where to Play Legally in 2026

Are you looking for the best California online casinos? You know... the ones that have all your favorite games AND give you a shot at winning real money? Well good, you’ve come to the right place.

I hate to be the bearer of bad news, but your options are extremely limited at the moment. Online casinos just aren’t legal in California. That includes both traditional gambling sites and sweepstakes casinos.

However, this guide still covers everything you need to know about online casinos in California. We’ll talk about the current state of the law, the possibility of legalization down the road, where to play casino games here right now, and other ways to gamble legally on your phone.

*Update: California has now officially banned sweepstakes casinos. That means there are no longer any legal places to play online casino games for real money here. All of our top picks for the best California online casinos have already pulled out of the state or will be doing so soon.

Are Online Casinos Legal in California?

Before we go any further, let’s get one thing straight: online casinos aren’t legal in California.

The state doesn’t issue licenses for them, and there’s no system that allows real-money casino play online. So if you’re hoping to spin online slot machines, play blackjack, or jump into an online poker game for cash, you’re out of luck... at least for now.

If you want to see it in writing, head over to the California Gambling Control Commission (CGCC) website. That’s the group that handles most gambling oversight in the state, and they make it pretty clear by saying: “Online casinos are illegal in California.”

Some offshore gambling sites may still accept California players, but they’re not regulated here (meaning they don’t have any official approval from state authorities).

Did Online Gambling Legislation Pass in California?

Not yet. There really haven’t been any serious attempts to legalize online casino gambling in California. Lawmakers have tossed the idea around here and there, but nothing has come close to passing.

If it ever did, though, you can bet companies like DraftKings, FanDuel, BetMGM, and Caesars would be first in line. With nearly 40 million people living here, California would instantly become one of the biggest iGaming markets in the country.

The closest the state has come to any kind of online gambling expansion was Proposition 27 back in 2022. That ballot measure would’ve legalized online sports betting, but voters shot it down pretty decisively.

Other Legal Forms of Online Gambling in California

Real-money online casinos aren’t legal in California. But what about all the other kinds of online gambling? Is anything else actually allowed? Here’s a quick look at what’s out there today and the different ways you can gamble online right now.

Sports Betting

California online sportsbooks still aren't legal. The state almost went for it back in 2022 when Proposition 26 and Proposition 27 were both up for a vote.

Prop 26 was for in-person betting at tribal casinos and racetracks. Prop 27 would’ve brought online sports betting apps like DraftKings and FanDuel into the mix. Voters turned both down.

So yeah, you can’t use DraftKings, FanDuel, or ESPN BET to place bets in California yet.

Horse Racing

Horse racing’s the exception. It’s fully legal, and you can place pari-mutuel bets online through approved sites. Most people use TwinSpires, FanDuel Racing, or DRF Bets, which are all licensed to operate here.

Daily Fantasy Sports

Daily Fantasy Sports (DFS) are kind of in a legal gray area. There’s no specific law saying they’re allowed, but no ban either.

Because of that, you can still play on apps like DraftKings, FanDuel, PrizePicks, and Underdog Fantasy. They all accept California residents and let you enter paid contests for real money.

Lottery Games

You can’t buy California Lottery tickets online. Every ticket has to be bought in person from a retailer. There’s an official California Lottery app, but it’s just for checking results, scanning tickets for second-chance drawings, and finding stores... not buying tickets.

California Online Gambling Laws Compared to Nearby States

Are you wondering how California’s online gambling laws stack up against some of the states nearby? Take a look at the table below to find out:

As you can see, legal online gambling isn’t very common across the western half of the U.S. If this were a table of East Coast states, it’d be lighting up with green like a Christmas tree.

Online sports betting is only legal in a few nearby states, like Arizona and Oregon. Online casinos, on the other hand, aren’t legal in any of California’s neighboring states (and surprisingly, Michigan is actually the closest state with legal iGaming).

Meanwhile, Nevada is the only nearby state that offers legal online poker.

The main takeaway here is simple: there just isn’t much momentum for expanding online gambling in this part of the country. That makes major changes in California unlikely anytime soon, though it’s not completely off the table.

Land-Based California Casinos

There might not be any legal, real-money online casinos in California, but there are plenty of in-person ones.

In fact, there are more than 70 tribal casinos and nearly 100 licensed cardrooms all around the state. There are casinos and cardrooms in San Diego, Fresno, Los Angeles, Sacramento, and other major cities, and of course, a large number in smaller cities all over the state.

Tribal casinos offer the full experience. I'm talking slot machines, roulette, craps, and other house-banked table games. In these casinos, you’re betting against the house itself, just like you would in Las Vegas.

Cardrooms work a little differently. They’re not allowed to run house-banked games under California law. Instead, players compete against each other in poker and card games such as blackjack and baccarat. The casino’s role is simply to manage the tables and take a small fee for hosting each hand.

Here are some of the most well-known brick-and-mortar casinos in California right now:

Responsible Gambling in California

Real-money online casinos aren’t legal in California, but if you are having problems with gambling, there are several programs and hotlines available in the state that offer free, confidential assistance. Here are just a few of the main resources available to Californians:

• California Office of Problem Gambling (OPG): cdph.ca.gov/Programs/OPG
• California Council on Problem Gambling (CCPG): calpg.org
• National Problem Gambling Helpline: Call or text 1-800-522-4700
• Gamblers Anonymous (GA): gamblersanonymous.org

The Future of California Online Gambling Sites: What's Next?

So, when will California finally legalize online casinos? Honestly, nobody knows. There haven’t been any real attempts to make iGaming legal, and lawmakers don’t seem in a rush to change that. Every now and then, the idea pops up, but it never gets far enough to turn into anything serious.

Right now, there isn’t much outside pressure either. Michigan is still the farthest west state with legal online casinos, so California doesn’t exactly have a neighbor setting an example to follow.

Even if things did start moving, it wouldn’t be simple. The state’s tribal casinos and cardrooms would almost certainly push back, since online gambling and online casino California sites could cut into their in-person business. That kind of resistance has slowed things down before. And it probably would again.

Still, it’s hard to imagine California staying on the sidelines forever. With nearly 40 million people, it’s the biggest potential online casino market in the country. When (or if) that changes, you can bet every major operator will want in.

For now, just keep an eye on this page... we’ll post updates here as soon as anything new happens.

California Online Casino FAQs

Is online gambling legal in California?

No. California is not a state where it is legal to gamble online. California residents cannot play online slot machines or table games for real money, and they cannot legally wager on sports.

When will California legalize online gambling?

Hard to say. California has made little progress on legalizing online gambling and California voters even shot down two different sports betting measures in 2022. Legislators and the tribal groups have a long way to go before they would agree to a finalized set of regulations, so the chances of it becoming legal anytime soon are slim.

Who regulates online casinos in California?

No one, currently. If California ever did legalize online casinos, the California Gambling Control Commission and/or the California Department of Justice’s Bureau of Gambling Control would most likely be the regulators. However, there currently is no state agency regulating online casino play in California, because it’s not legal.

Can you legally play online poker in California?

No. Playing California online poker for real money is not legal. The state of California does not license or regulate online poker websites, and there are no pending bills to change the current laws. Online poker is considered in the same category as other forms of online casino games like slots or blackjack.

Do you have to pay taxes on gambling winnings in California?

Yes, you must. Gambling winnings are considered taxable income in California as well as federally. That means all money won from tribal casinos, cardrooms, lottery games, daily fantasy sports, horse racing, and online gambling in other states must be reported on your tax filings. In some cases, the IRS will withhold a portion of your winnings.
