In the end, the bill didn’t move forward. HB 17 missed the crossover deadline, meaning it didn’t pass the House in time to reach the Senate. In legislative terms, it died in committee for the 2025 session.

Even if it had made it further, Maryland law requires a constitutional amendment for any gambling expansion. That means voters would still have to approve the idea through a statewide referendum, giving Marylanders the final say at the ballot box in November.
