The Pittsburgh Steelers and Cleveland Browns kick off Week 4 on Thursday Night Football at 8:15 p.m. ET from Huntington Bank Field. Both teams have gotten off to surprising 2-1 starts despite relatively low expectations entering the season, and the winner will take over first place in the AFC North, at least for the time being.
With two division rivals facing off in what could be a close game, the player prop markets may offer more value than the traditional markets. Below, we break down our three favorite Steelers vs Browns player prop predictions for Thursday night, including where our model sees value and an edge at the current market prices.
Concepcion Is Getting Plenty of Targets
Concepcion leads Cleveland with 20 targets through three games, accounting for 24.4% of the team's total. He also tied for the team lead with nine targets against Carolina last week. Despite finishing with just nine receiving yards, he's getting enough opportunities to expect a bounce-back on Thursday.
Pittsburgh's Pass Rush Could Create Opportunities Underneath
The Steelers have recorded eight sacks through three games, so Cleveland may look to get the ball out quickly on Thursday. That could work in Concepcion's favor, given his 3.9-yard average depth of target and his involvement on shorter routes.
Steelers Allowed 219 Receiving Yards to Cincinnati's Wideouts
The Steelers allowed 219 receiving yards to Cincinnati's wideouts last week, including 98 to Ja'Marr Chase and 90 to Tee Higgins. Concepcion recorded 43 and 28 yards in his first two games before his quiet outing against Carolina, so 30 yards is a reasonable target if Cleveland can get him involved.

Rodgers Has Stayed Under This Number in Two of Three Games
Aaron Rodgers threw for 221 yards against Atlanta and 187 against New England before putting up 292 against Cincinnati last week. He's completing just 58.4% of his passes this season, so we're not expecting another big passing performance on Thursday.
Cleveland's Pass Rush Could Cause Problems
Rodgers has already been sacked eight times through three games and averaged just 5.2 yards per attempt in his first two starts. Cleveland's defensive front could make it difficult for him to find time to push the ball downfield.
Pittsburgh Could Lean on Its Running Game
Jaylen Warren rushed for 127 yards on 17 carries against Cincinnati, averaging 7.5 yards per attempt. With Pittsburgh playing on a short week in a game expected to be relatively low-scoring, the Steelers could lean more on Warren and limit Rodgers' passing volume.

Judkins Is Getting Opportunities Near the Goal Line
Judkins hasn't scored through three games, but he's already recorded six carries inside the opponent's 20-yard line. He's also coming off a season-high 18 carries for 70 yards against Carolina. The opportunities are there, and we're looking for him to finally turn one into a touchdown.
Pittsburgh Has Been Vulnerable Against the Run
The Steelers have allowed 339 rushing yards on 77 carries through three games, an average of 4.4 yards per attempt. They've only surrendered one rushing touchdown, but opposing teams have been able to move the ball on the ground. That could create more scoring opportunities for Judkins on Thursday night.
Judkins Can Also Make an Impact Through the Air
Judkins has nine catches for 53 yards this season, including five receptions against Tampa Bay in Week 2. Cleveland has shown it's willing to get him involved as a receiver, giving him another potential path to the end zone if Pittsburgh manages to slow down the running game.

Pittsburgh is priced as the road favorite on Thursday Night Football, with the Steelers trading at 58¢ to win on Polymarket compared to 42.5¢ for Cleveland.
If the Steelers get out in front, as the market expects, the Browns may have to throw more, creating additional opportunities for KC Concepcion. Pittsburgh could also lean more on its running game, which would help our Aaron Rodgers Under 225 passing yards prediction.
The total is set at just 38.5 points, with Over 38.5 trading at 48.5¢ and Under 38.5 at 52¢. Our Steelers vs Browns TNF model projection also likes the Under, giving it a 56% chance to hit and projecting a 20-16 Pittsburgh win.
A low-scoring game might not seem ideal for an anytime touchdown prediction, but Judkins is one of Cleveland's main scoring threats. The low total, combined with his lack of touchdowns so far this season, could be why we're getting him at just 42¢.
